Misconduct Hearing Outcome - Former PC Forster

PC Forster, based in Liverpool, attended a Misconduct Hearing which took place at the PSD Offices. Toft Green, York , YO10 6JT between 20-22 October 2025 and 19-20 February 2026 he faced allegations that his conduct amounted to breaches of the Standards of Professional Behaviour in respect of:

• Authority, Respect and Courtesy
• Orders and Instructions
• Discreditable Conduct

It was alleged that PC Forster:

1. a) Received verification notifications from a dating site on his BTP‑issued phone, in breach of the Use and Management of IT and Communication Systems Policy.
2. b) Used his BTP‑issued phone to engage in inappropriate message exchanges of a romantic and sexual nature, also in breach of the Use and Management of IT and Communication Systems Policy.
3. c) Sexually pursued and inappropriately touched a colleague between September 2021 and May 2022.
4. d) Made inappropriate comments and behaved inappropriately towards a victim of sexual assault in July 2021.

The panel found all the allegation’s proven and that it amounted to gross misconduct and if he had still been a serving officer he would have been dismissed.

The identity of victims and witnesses was protected during the hearing as appropriate.
