Accelerated Misconduct Hearing Outcome - FPC Samuel Booty
On Tuesday 14th April online via Microsoft Teams, former PC Booty was subject to an Accelerated Gross Misconduct Hearing chaired by Chief Constable Lucy D’Orsi.
Former PC Booty, based in Exeter, answered allegations that his conduct amounted to breaches of the Standards of Professional Behaviour, in respect of Discreditable Conduct.
It was alleged that on 5th October 2025, while off duty and abroad in Munich, Germany, FPC Booty operated an e-scooter while under the influence of alcohol. He was stopped by the German police who conducted both a roadside breath test and a blood alcohol concentration test. The results of these tests conclusively found that he operated the e-scooter while unfit through alcohol consumption, thus constituting a criminal offence in both Germany and the UK.
It was alleged that these matters individually and/or cumulatively amount to gross misconduct, namely a breach of the Standards of Professional Behaviour that, if proved, are so serious as to justify dismissal.
The identity of victims/witnesses was protected during the hearing as appropriate.
The Chief Constable found the allegations proven and that the officer would have been dismissed, had he not already resigned.
