Lucy D'Orsi joined British Transport Police as Chief Constable in March 2021, from her previous position as Deputy Assistant Commissioner for Specialist Operations at the Metropolitan Police Service. She is also the National Police lead for Taser and Counter Drone UK capabilities.
Lucy has extensive experience of working in challenging policing environments both in London and nationally, including Royalty and Specialist Protection, Parliamentary and Diplomatic Protection, Aviation Policing and Protective Security, as well as Counter Terrorism Policing’s Senior National Coordinator for Protective Security and Preparedness. She is a highly experienced Public Order Commander, having led the policing operations for the Chinese State Visit in 2015 and, more recently, the policing operations for London’s New Year’s Eve, the State Visit of the then President Trump and the NATO Summit (2019).
In her role as Chief Constable, Lucy provides leadership to a large, dispersed workforce of over 5,000 police officers and staff across England, Scotland and Wales, as well as leading partnerships with the Department for Transport, the devolved administrations and the rail industry across Great Britain.
Overall, she takes responsibility for developing BTP’s policing strategy and leads our teams in delivering our service economically and efficiently, whilst continuing to drive our innovative and bold approach on the national policing stage.

Alistair became BTP’s Deputy Chief Constable in 2021, joining us from the City of London Police.
Alistair joined the Metropolitan Police Service in 1986 and worked across numerous London boroughs including Lambeth, Hounslow and Kensington. He has expertise in policing major public order events and police firearms operations, security and response. He was promoted to Commander in July 2014 following successful completion of the Strategic Command Course, and took on the role of Commander for Royalty, Diplomatic and Specialist Protection.
During this time, he led on the amalgamation of the Protection commands resulting in the introduction of Royalty and Specialist Protection and Parliamentary and Diplomatic Protection commands.
Alistair joined City of London Police in 2016 and currently holds the National policing portfolios for Business Crime, Community Safety Accreditation Scheme, Private Security Industry and Project Servator. He is the national lead for Counter Terrorism Command and Control and is also a Course Director of the Counter Terrorism Commander’s Course.
Sean O'Callaghan joined British Transport Police in June 2018, from Essex Police where he was Head of Learning and Development for Essex and Kent Police. Sean started his Police career in Essex as a Special Constable in January 1991, before joining as a regular officer in June 1993. During his 25 years' service he has held a number of uniform and crime roles.
In his role as Assistant Chief Constable for Network Policing and Specialist Capabilities, he has responsibility for Emergency Response, Neighbourhood and Counter Terrorism Policing across the Railway Network in England, Scotland and Wales. He is the force lead for Civil Contingencies sitting on the National Police Chief Council Board and is the Strategic lead for Preparedness leading British Transport Police engagement in the Local Resilience Networks nationally.
A qualified Public Order Gold Commander and Strategic Firearms Commander. Assistant Chief Constable Sean O'Callaghan has led the British Transport Police response to a number of keys events, namely the Exit from the EU, Response to COVID 19 and most recent activation of Operation Forth Bridge.
He is currently undertaking a Master's Degree in Risk, Crisis and Resilience.
Charlie Doyle joined us in 2017 from Surrey Police where he was Head of Transformation and Change. He has worked in a wide range of operational roles since 1988 including Head of Response Policing Contact and Specialist Operations.
Charlie has extensive experience of shaping and improving frontline capabilities with a background in Neighbourhood Policing. He became temporary ACC for Surrey’s neighbourhood portfolio in 2016 after reshaping the role of neighbourhood policing in the force.
He has also been both Divisional Commander and Superintendent Operations for North Surrey. He joins us at BTP as the ACC for Public Contact and Specialist Crime.
Allan has worked for British Transport Police since 1992, when he joined us in Wolverhampton. Since then, he has served throughout the West Midlands, in Liverpool and Manchester, and as Staff Officer to the Chief Constable before his promotion to Chief Inspector in the West Midlands Sector in 2006.
In 2012 he was promoted to Superintendent on the Wales and Western Area and was latterly our Chief Superintendent, and Divisional Commander for C Division for five years – which encompassed operational and performance responsibility for the South West, Wales, the Midlands and the North of England.
Since August 2021 Allan has been the Assistant Chief Constable (Network Policing) with portfolio responsibility for local policing, performance, response, volume crime investigation, neighbourhood policing and stakeholder engagement across England, Scotland & Wales.
Rachael Etebar FCIPD joined BTP in August 2018 as the Director of People and Culture and is responsible for people, health, safety, wellbeing, diversity and inclusion. She was previously Group HR Director for the Department for Transport and has held a number of senior HR roles within the Civil Service and the private sector. Rachael is Deputy Chair of the Police Officer Pension Management Committee.
In her spare time Rachael volunteers as a Governor of Farnborough College of Technology where she chairs the Search Committee and as a member of the Advisory Board of the HR Partnering Partnership.
Rachael is a Chartered Fellow of the CIPD and is currently studying for a part time Masters in Global Diversity Governance at Coventry University.
Tracey is the professional adviser to the chief constable (as additional accounting officer) on all financial matters. She holds the financial reins of the organisation ensuring resources are used wisely to secure positive results. She identifies funding and commercial opportunities and drives income generation.
