Misconduct Hearing - PC Gavin Parsons

PC Gavin Parsons, based in London, will answer allegations that his conduct amounted to breaches of the Standards of Professional Behaviour, in respect of:

• Authority, Respect and Courtesy
• Use of Force
• Discreditable Conduct

Summary of allegations:

On 15^th of March 2025, PC Parsons attended an incident at Hounslow East London Underground station with police colleagues where PC Parsons arrested Person A. Following the arrest, Person A was lying on the ground, facing away from PC Parsons and was in handcuffs to the rear of their body. Whilst person A was on the ground and restrained, PC Parsons raised his baton and struck Person A twice on their back using a baton.

It is alleged that PC Parsons:

1. Breached the standard of authority, respect and courtesy in that PC Parsons actions in using force against Person A:
   
   1. Lacked self control and tolerance;
   2. Lacked respect and courtesy;
   3. Abused his powers and/or authority; and/or
   4. Failed to respect the rights of Person A.

2. PC Parsons breached the standard of use of force as their force used in striking Person A with his baton was not necessary, proportionate or reasonable in all the circumstances.

3. PC Parsons conduct amounted to discreditable conduct in that his actions are likely to undermine public confidence in, and the reputation of, the police service.

It is alleged that this matter amounts to gross misconduct, namely a breach of the Standards of Professional Behaviour that, if proved, are so serious as to justify dismissal.

The identity of victims/witnesses will be protected during the hearing as appropriate.
