Summary of allegations:
On 15th of March 2025, PC Parsons attended an incident at Hounslow East London Underground station with police colleagues where PC Parsons arrested Person A. Following the arrest, Person A was lying on the ground, facing away from PC Parsons and was in handcuffs to the rear of their body. Whilst person A was on the ground and restrained, PC Parsons raised his baton and struck Person A twice on their back using a baton.
It is alleged that PC Parsons:
It is alleged that this matter amounts to gross misconduct, namely a breach of the Standards of Professional Behaviour that, if proved, are so serious as to justify dismissal.
The identity of victims/witnesses will be protected during the hearing as appropriate.
