Misconduct Hearing - PC Jessica Derbyshire-Smyth

PC Derbyshire-Smyth, based in Liverpool, will answer allegations that her conduct amounted to breaches of the Standards of Professional Behaviour, in respect of:
- Honesty and Integrity
- Authority, Respect and Courtesy
- Discreditable Conduct
It is alleged that on 21 June 2024, PC Derbyshire-Smyth attended the Ring O’Bells public house in Widnes while intoxicated. During the incident, the officer:
- Used abusive language toward a member of the public including calling them “A Knobhead” and telling them to “Fuck off”
- Refused to leave when asked by pub staff and had to be escorted off premises.
- Identified herself as a police officer to influence members of the public, bar staff, call handler and attending officers.
- Contacted 999 and falsely claimed to officers that she had been assaulted and strangled.
- Made further disparaging remarks about Cheshire Police, including comments “He is not a copper”, “Fucking Cheshire police” and “Shit Cheshire”
It is alleged that these matters individually and/or cumulatively amounts to gross misconduct, namely a breach of the Standards of Professional Behaviour that, if proved, are so serious as to justify dismissal.
The identity of victims/witnesses will be protected during the hearing as appropriate.
