Accelerated Misconduct Hearing Outcome - Former PC Ronald Davis
NOTICE OF HEARING OUTCOME
Case Reference: CM/137/26
ALLEGATIONS
Former PC Ronald Davis, previously based in London, was subject of an Accelerated Misconduct Hearing held on 25th August 2026.
The hearing was held remotely, via Microsoft Teams and was chaired by Chief Constable Lucy D’Orsi.
Former PC Davis answered allegations that:
- On 31st May 2026, whilst on duty and driving a marked police vehicle, he:
- Used the vehicle for a non-policing purpose, driving to Northolt;
- Caused or permitted members of his family to be passengers in the vehicle during this journey, without good reason or policing purpose;
- Exceeded the safe and permitted number of passengers for the vehicle;
- Failed to use legally required child car seats, without a valid exemption;
- And by doing the above (a) to (d) failed, without reasonable excuse or lawful authority, to be properly available for operational deployment.
- On 10th June 2026, he reported for duty for a safety-critical operational role, whilst the level of alcohol in his breath exceeded the permitted level.
- On 31st May 2026 and/or 10th June 2026, he provided misleading accounts to his supervisor regarding the incident described in Allegation One.
It was alleged that his conduct breached the Standards of Professional Behaviour relating to:
- Honesty and Integrity
- Orders and Instructions
- Duties and Responsibilities
- Authority, Respect and Courtesy
- Discreditable Conduct
- Fitness for Duty
It was further alleged that these matters individually and/or cumulatively amounted to gross misconduct, namely a breach of the Standards of Professional Behaviour that, if proved, are so serious as to justify dismissal.
OUTCOME
The Chair found the allegations proved, and that the breaches amounted to gross misconduct.
The Chair found that Former PC Ronald Davis would have been dismissed, had he not already ceased to be a member of the British Transport Police.
