Misconduct Outcome - PC Gavin Parsons

PC Gavin Parsons Misconduct Hearing which took place at the PSD offices Ivason House, London between 22nd and 23rd July 2026 to answer allegations relating to Use of Force.

On 15th of March 2025, PC Parsons attended an incident at Hounslow East London Underground station with police colleagues where PC Parsons arrested Person A. Following the arrest, Person A was lying on the ground, facing away from PC Parsons and was in handcuffs to the rear of their body. Whilst person A was on the ground and restrained, PC Parsons raised his baton and struck Person A twice on their back using a baton.

It was alleged that PC Parsons:

1. Breached the standard of authority, respect and courtesy in that PC Parsons actions in using force against Person A:

i. Lacked self control and tolerance;
ii. Lacked respect and courtesy;
iii. Abused his powers and/or authority; and/or
iv. Failed to respect the rights of Person A.

2. PC Parsons breached the standard of use of force as their force used in striking Person A with his baton was not necessary, proportionate or reasonable in all the circumstances.

3. PC Parsons conduct amounted to discreditable conduct in that his actions are likely to undermine public confidence in, and the reputation of, the police service.

The Panel found the allegations amounted to gross misconduct and PC Parsons breached the Standards of Professional Behaviour relating to authority, respect and courtesy, use of force and discreditable conduct. PC Parsons would have been Dismissed Without Notice had he been a serving Officer.
