Temporary Police Inspector (T/PI) Thomas Hooper attended a Misconduct Hearing at 10am on Monday 6th - 8th January at British Transport Police, PSD Offices, London Bridge Street, London, SE1 9SG.
T/PI Hooper, based in Bromley (B-Division), answered to allegations that his conduct amounted to breaches of the Standards of Professional Behaviour, in respect of:
On the 23rd September 2023, T/PI Hooper attended the Oxford United v Exeter City football match whilst off duty. It is alleged that T/PI Hooper was part of a group spoken to by Dedicated Football Officers from Devon and Cornwall Police, following an attempt to put a sticker on a sign within the stadium. It is further alleged that T/PI Hooper became aggressive and abusive towards staff, specifically referring to the match stewards as ‘knobheads’ and saying “Alright, we are putting a sticker up, you could argue that it’s criminal damage but f*** me, it’s minimal”.
The Panel found that the allegations amounted to gross misconduct and that T/PI Hooper breached the Standards of Professional Behaviour relating to Honesty and Intergrity (Integrity only), Authority, Respect and Courtesy and Discreditable Conduct.
The officer was given a Final Written Warning of five years.
