PS Ian Koch, based in the Central London Police Station, will answer allegations that his conduct amounted to breaches of the Standards of Professional Behaviour, in respect of:
It is alleged that PS Koch conducted himself in a manner that caused his partners distress and fear, intimidated them, and ensured that he could exert control and power over them. It is alleged that PS Koch’s behaviour included controlling, coercive behaviour (an act or a pattern of acts of assault, threats, humiliation and intimidation or other abuse that is used by the abuser to harm, punish or frighten their victim) and/or threatening behaviour, violence and/or abuse. It has included the following types of abuse:
It is alleged that these matters individually and/or collectively amount to gross misconduct, namely a breach of the Standards of Professional Behaviour that, if proved, are so serious as to justify dismissal.
The identity of victims/witnesses will be protected during the hearing as appropriate.
