PS Ian Koch, based in the Central London Police Station, was due to attend a Misconduct Hearing at the PSD Offices, 2nd Floor, Ivason House, 8A London Bridge Street, London SE1, 9SG to answer allegations relating to breaches of the Standards of Professional Behaviour as in Discreditable Conduct and Authority, Respect and Courtesy. PS Ian Koch did not attend his Misconduct Hearing.
It was alleged that PS Koch conducted himself in a manner that caused his partners distress and fear, intimidated them, and ensured that he could exert control and power over them. It was alleged that PS Koch’s behaviour included controlling, coercive behaviour (an act or a pattern of acts of assault, threats, humiliation and intimidation or other abuse that is used by the abuser to harm, punish or frighten their victim) and/or threatening behaviour, violence and/or abuse. It included the following types of abuse:
The Panel found that the allegations amounted to gross misconduct and that PS Koch breached the Standards of Professional Behaviour relating to Discreditable Conduct and Authority, Respect and Courtesy.
The officer was dismissed without notice.
