1. Level Crossings

Actions

The British Transport Policing Plan
2012/2013 which directs and drives police activity, identified
Level Crossing safety as a force objective.
-
Perth Neighbourhood Policing Team will
continue to work with Network Rail focusing on the safety and
usage of the 41 level crossings in Perthshire that are operated by
Network Rail.
-
The aim is to target individuals who
misuse level crossings, prompt safety and deter criminal
activity.
-
This will be a continual process
throughout the policing year incorporating various
initiatives.

| 2. Operation Tariff |
Actions
- As part of our continued efforts to ensure a safe
environment for both passengers and rail staff, Operation
Tariff is a means in which Neighbourhood Policing Teams
provide a high police presence on trains.
- We will target specific issues identified on particular
routes, for example theft of passenger property.
- It is an ongoing commitment to engage with commuters and
rail staff during our on train patrols.
- Officers will be deployed to high profile patrols of
trains between Perth and Inverness during the Rock Ness music
festival and will assist colleagues at Inverness with station
patrols.
- Officers will be deployed to high profile patrols of
trains between Wick and Inverness/Perth during the T in the Park
music festival and will provide high profile station patrols at
Perth.
Results/Update - May 2012
- High profile policing gives passengers easy access to
officers where they can tell us about any issues or problems they
face during their time on the rail network.
- During April, we conducted reassurance train patrols at
key times between Perth and Dundee /
Stirling.
- High visibility of officers on a weekly basis on trains
in relation to football supports using the rail network,
particularly between Perth and Glasgow / Edinburgh / Dundee and
Inverness.
- Officers at Perth have continued to work in
partnership with their colleagues at Dundee and Aberdeen following
a spat of thefts on the east coast mainline between Stonehaven and
Arbroath. Over the last month there has been a substantial
drop in the number of reported thefts, however officers remain
vigilant and continue to travel on this route. An offender has
been charged with 3 crimes of theft and the matter reported to the
Procurator Fiscal.

Actions
- With the lighter nights approaching we aim to increase
our patrols at the Rail bridge at Hilton Farm, Pitlochry, Perth New
Yard and Barnhill to deter instances of trespass.
- Direct patrols using intelligence led policing to be
visible at key times and key locations.
- Through use of Neighbourhood policing newsletters, BTP
websites and other media sources, publicise our work and
engagements within the community.
Results/Update - May 2012
- During the month of April, incorporating the Easter
school holidays, officers carried out high visibility patrols in at
historical hotspot locations and this resulted in only 2 reports of
trespass and 1 report of stonethrowing for the whole
month.

The attached link provides a short film
produced by the Violence Reduction Unit entitled “Have You Got The
Bottle?” http://www.actiononviolence.co.uk/content/have-you-got-bottle
It forms a key part of the unit’s strategy
that recognises that violence is a chronic problem in Scotland that
is inextricably linked to alcohol misuse. The Violence Reduction
Unit acknowledges that alcohol has consistently been one of the
most difficult issues to achieve since it needs to challenge the
whole attitude of a nation towards excessive alcohol consumption
and the associated public health risks. The film is thought
provoking and promotes responsible drinking by highlighting the
devastating impact it has on society.

Police and Communities Together (PACT)
Meeting - 25 May 2012
The next PACT Meeting has been arranged
for Friday 25 May 2012 at 11am within the ScotRail Briefing Room at
Perth Railway Station.
The NPT at Perth is committed to
providing focused approach to engagement with both stakeholders at
Perth such as Network Rail, Scotrail and the wider community,
including the travelling public.
PACT Meeting Update - 16 March
2012
NPT Perth held their first ever PACT
meeting on Friday 16 March 2012. The meeting was chaired
by PC John MacNaughton and attended by representatives from Tayside
Police and various departmental managers from ScotRail.
Various items were discussed including the call grading system in
relation to police being directed to respond to
calls, community intelligence reports, intelligence sharing
between BTP and Tayside Police, cctv within the station and the
planned refurbishment of the toilets within the station.
Edition 2 Newsletter
The second Scottish Neighbourhood Policing
Newsletter was published in April. It's full of interesting
articles from Neighbourhood Teams throughout Scotland. Look out for
the Perth article and those from our colleagues in the north
sector.
Movie Extravaganza
On 1st May, Perth station was used
as one of the locations during the filming of “The Railwayman”
movie. Amongst the numerous members of production crew and film
extras the main actors, Colin Firth, Nicol Kidman and Jeremy Irvine
went about their acting roles. Older trains and cars from the 1960s
were brought into the station to authenticate the true story of the
Scot, Eric Lomax who tries to find those responsible for his
torture when he was captured in Burma and forced to work on Burma’s
Death Railway.
On the day NP officers John McErlane and
Michael Tunney provided a high profile reassurance and engagement
role with station staff, film crew and those visiting the
station.
Summer Festivals / Sporting Events 2012
The summer months are a busy time for the NPTs
at north sector locations, as officers become involved in
the policing of revellers and spectators who use the rail
network to attend various music and sporting events. PI McGregor
and her Sergeants have now prepared their deployment plans for Rock
Ness (Dores, Inverness) T in the Park (Balado near
Kinross) and the Scottish Open Golf Championships (Castle
Douglas, Inverness). We encourage passengers travelling to
Rock Ness and T in the Park to comply with good behaviour during
their train journey and to consider the comfort of other passengers
on the train. We also hope revellers a great time and enjoy both
music festivals.
Rail Reps
British Transport are working with
Network Rail to deliver a safety promotional campaign known as
Rail Reps. This involves Neighbourhood Police officers visiting
schools within the Perth area with safety literature aimed at
primary age children through to secondary schools promoting safety
awareness in the railway environment.
