The Neighbourhood Policing team at Edinburgh Waverley has been greatly enhanced to serve the needs of the railway community and the travelling public. 11 Police Constables, a Sergeant and Inspector are based within the station itself. These dedicated officers are responsible for maintaining a highly visible police presence at Waverley and Haymarket stations. The team is often supported by additional officers for key events or during particularly busy periods such as the Edinburgh Festival or for rugby or football days.

 

The Neighbourhood Policing Team also perform a liaison role with “stakeholders” engaging with Network Rail, Train Operating Companies, retail outlets, and all other members of the railway community.   

 

This close working partnership is vitally important to ensure free-flow of information is maintained between stakeholders. This is to give stakeholders ownership of identified problems at the earliest opportunity. This joint-approach to tackling the causes of these problems greatly improves the chances of a successful outcome. 

 

Each officer will attend regular meetings and make themselves available to hear concerns and give an update on current activities. The team will also work together with the relevant stakeholders in guiding, planning and implementing an agreed course of action best suited to remedy the situation.  

 

The Neighbourhood Team encourages stakeholders, passengers and members of the public to contact us with any concerns big or small. We will respond promptly. We are here to help.

   

Current neighbourhood policing priorities

 

1. Anti-social behaviour

Actions

  • This is an ongoing priority for us.

  • We have increased our high visibility patrols on late night trains between Edinburgh and Glasgow at weekends.

  • We are dealing with the issue of rowdy behaviour of stag and hen groups travelling on the East Coast train services at weekends.

  • We are continuing to deal with anti social behaviour offences including beggars at the station entrances, smoking and litter complaints.

  • We will continue to provide a high visibility profile on the main concourse, gateline and platforms to offer reassurance to both passengers and rail staff.

2. Theft Shoplifting

Actions

  • Theft from retail outlets at Waverley station remain a concern.
  • We are committed to tackling theft offences through detection and prevention.
  • Officers will conduct high visibility patrols at shops.
  • We are working in partnership with Network rail to make effective use of CCTV systems to prevent offences.
3. Theft of Passenger Property

Actions

  • Theft of passenger property is an ongoing crime at Waverley station.
  • Officers will carry out station and train patrols giving crime prevention advice to passengers.
  • Passengers are advised to keep their luggage and belongings with them at all times both on the train and when travelling.
4. Trespass and line of route offences

Actions

  • There have been several reports recently of people cutting across the tracks between platforms at Waverley station.
  • Officers are working with stakeholders to tackle this issue.
5. Incidents of objects being thrown from  North Bridge

Actions

  • A couple of culpable and reckless incidents have been reported recently with objects from nearby roadworks being thrown from North Bridge.
  • Talks have been placed with the council to ensure the works are secured properly.
  • Officers and environmental wardens will be carrying out enhanced patrols monitoring the area particularly over weekends.

6. Public Reassurance

 

Issues: High visibility Policing and Improved Public Contact

Actions

  • We will aim to increase public reassurance and drive forward quality of service by doing the following:
  • Direct patrols using intelligence led policing to be visible at key times and key locations.
  • Through use of Neighbourhood policing newsletters, BTP websites and other media sources, publicise our work and engagements within the community.
  • Keep victims of crimes updated of the progress of enquiries.
  • Hold regular PACT meetings to fully integrate our community in the future planning processes of problem solving and publicise the findings of those meetings.

Current issues

 

Taxes at Waverley Station

There has been a recent rise in complaints from Network Rail staff, and other tenants within the station regarding taxis. At present Network Rail have suspended several permits regarding rank misuse, drivers causing obstructions and drivers being abusive to staff when asked to move on.  Network Rail seem to be adopting a zero tolerance stance to these issues, and are fully supported by City Cabs in this matter. It has been suggested that the taxi rank will relocate to Market Street sometime in June 2012 but consultation is still ongoing.

 

Forged Bank Notes in Circulation

Information received from Lothian and Borders Police advised that there is an increase in forged Clydesdale and Royal Bank of Scotland £20 notes in circulation.  All shopkeepers, shop assistants and members of the public are asked to be on their guard and be extra vigilant and make full use of respective detection devices.

It forms a key part of the unit’s strategy that recognises that violence is a chronic problem in Scotland that is inextricably linked to alcohol misuse. The Violence Reduction Unit acknowledges that alcohol has consistently been one of the most difficult issues to achieve since it needs to challenge the whole attitude of a nation towards excessive alcohol consumption and the associated public health risks.  The film is thought provoking and promotes responsible drinking by highlighting the devastating impact it has on society.

Court results – Football Related Offences

Four Hearts supporters have been fined a total of £4,500 – and one of them issued with a 3 year football banning order - after they admitted racial and sexually aggravated behaviour as they travelled between Aviemore and Perth, following their team’s SPL match against Inverness Caledonian Thistle in September last year.  During the journey they had subjected passengers – including women and young children – to sexually abusive remarks and sectarian chanting. Officers on the train had been made aware of their behaviour and arranged for the train to be met at Perth by colleagues from BTP and Tayside Police and all four were arrested.

 

Hibs fans fined too

Two Hibs fans were each fined £720 when they appeared at Edinburgh Sheriff Court recently. They were found guilty of football related breach of the peace on a train returning from a pre-season match against Berwick Rangers in July 2011.  Chief Superintendent Ellie Bird said: “This underlines the message that this sort of behaviour is unacceptable on our rail network. The officers involved dealt with the situation exactly as they should have and are to be commended for their actions.”

 

Approval for religious hatred legislation

The Offensive Behaviour at Football and Threatening Communications (Scotland) Act has received Royal Assent, the Scottish Government’s Minister for Community Safety announced. The Act will give Scotland's police and prosecutors the additional tools they have asked for to extract poisonous songs of hatred from Scottish football and threats of harm being posted on the internet.

 

The new laws create two new distinct offences, punishable through a range of penalties up to a maximum five-year prison sentence:

 

  • The first offence targets any offensive and threatening behaviour expressed at and around football matches which is likely to cause public disorder.

 

  • The second offence relates to the communication of threats of serious harm or which are intended to stir up religious hatred on the internet or other communications.

 

The Scottish Government will now lay a commencement order to bring the new laws into force on March 1, 2012.

 

Minister for Community Safety and Legal Affairs, Roseanna Cunningham said: “The passing of this Act sends out an important message about the kind of Scotland we want to live in and tells the bigots in no uncertain terms that this behaviour will not be tolerated in a modern Scotland.  “By all means enjoy the banter and passionate support for your football teams, even passionate opposition of other football teams – it is the lifeblood of football. But sectarianism and other expressions of hate are not acceptable and it is time for it to stop. Those engaging in it will face the full force of the law”

 

 

PACT meeting – 9 January 2012

On Wednesday 9 January 2012 a PACT meeting was held with the tenants at Waverley station. The priority crimes for Waverley station remain as Theft Shoplifting and Anti Social Behaviour.  The number of these offences remain low which is due to tenants taking the necessary actions in preventing and reporting of offences.

 

Due to an increase of trespass within the station over the past year this also has been included as a priority crime.  A problem solving plan has been drawn up with Neighbourhood officers and Station stakeholders working together to tackle the issue.

 

With work continuing on the flooring within the station which has now reached the main concourse, tenants were asked to be more vigilant to discourage the would be opportunist.

 

We welcome to our Neighbourhood Policing team four newly appointed Police Constables, three will be based at Edinburgh Waverley and one will be based at Bathgate.  We also have three new Special Constables based at Edinburgh who work voluntarily beside regular officers and are a vital part of the NPT.
