1. Operation Tariff and Passenger

Actions
-
Passengers and rail staff can feel vulnerable
when travelling and working on train services particularly at night
and weekends. During these times there is more likelihood of people
under the influence of alcohol also using the train, which may lead
to instances of minor disorder. Another issue is football
supporters who often travel in large numbers.

We aim to create a safe environment for
passengers and rail staff alike. This is not peculiar to Dundee but
affects many other stations and routes on the railway.

It is an ongoing commitment to engage with
commuters and rail staff during our on train
patrols.
- This high profile policing gives
passengers easy access to officers where they can tell us about any
issues or problems they face during their time on the rail
network.

It also allows us to target specific issues we
identify on particular routes, for example disorder on trains
involving football fans travelling to or returning from games.
Having officers in uniform on trains also helps deter theft of
passenger property.
Results/Update - May 2012

In April we conducted train patrols between
Dundee and Perth / Arbroath / Montrose/ Stonehaven /
Aberdeen.

In April officers attended rail staff team
briefings to identify any issues the staff were having. The results
of these briefings have been fed back into the area tasking system
and will provide further focus for our on train policing
efforts.

2. Level Crossing misuse

Actions
- Consultation with partners at Backtrack meetings
identified that Broughty Ferry level crossing was high on the
Network Rail risk register of level crossings. The problem
being road vehicle user indiscipline at the crossing, with vehicles
entering the crossing after the red lights and barriers had been
activated to facilitate the rail traffic on the main Aberdeen to
London line.
- The British Transport Policing Plan 2012/2013 which directs and
drives police activity, identified level crossing safety as a force
objective and we will continue to give attention to Broughty Ferry
crossing, the aim being to target individuals who misuse level
crossings, prompt safety and deter criminal activity.
- This will be a continual process throughout the policing
year incorporating various initiatives.
Results/Update - May 2012
- During April officers have maintained a high profile
presence at Broughty Ferry level crossing and there has been a
notable reduction in offenders.
- During April the CCTV vehicle was deployed to
Broughty Ferry.
- As we commence a new policing plan year (April 2012 to
March 2013) updates regarding our activity will be
posted.

| 3. Theft of Passenger

Actions
- Intelligence suggests that passenger property is being stolen
from trains on the East Coast main line. We will aim to reduce
these thefts and detect offenders responsible by:
- Directing patrols using intelligence led policing, to be
visible at key times and key locations.
- Use plain clothes officers where appropriate.
- Work in liaison with local forces to build the
intelligence picture on those responsible.
- Officers will also encourage passengers to be responsible
for their luggage throughout their journey by regularly checking on
it and offer crime reduction advice where necessary.
Results/Update - May 2012
- During April officers at Dundee
have continued to work in partnership with their colleagues at
Perth and Aberdeen following a spat of thefts on the east coast
mainline between Stonehaven and Arbroath.
- Over the last month there has
been a substantial drop in the number of reported thefts, however
officers remain vigilant and continue to travel on this
route.
- Following enquiries, an offender
has been charged with 3 crimes of theft and the matter reported to
the Procurator Fiscal.

Actions
- Following on from the success of the increased patrols
during the Easter holiday period officers will continue patrols
throughout May and beyond. These patrols will be conducted in the
Arbroath, Montrose and Broughty Ferry area.
- Direct patrols using intelligence led policing to be visible at
key times and key locations.
- Through use of Neighbourhood policing newsletters, BTP
websites and other media sources, publicise our work and
engagements within the community.
Results/Update - May 2012
- During the month of April, incorporating the Easter
school holidays, officers carried out high visibility patrols in at
historical hotspot locations and this resulted in only 2 reports of
trespass for the whole month.

The attached link provides a short film
produced by the Violence Reduction Unit entitled “Have You Got The
Bottle?” http://www.actiononviolence.co.uk/content/have-you-got-bottle
It forms a key part of the unit’s strategy
that recognises that violence is a chronic problem in Scotland that
is inextricably linked to alcohol misuse. The Violence Reduction
Unit acknowledges that alcohol has consistently been one of the
most difficult issues to achieve since it needs to challenge the
whole attitude of a nation towards excessive alcohol consumption
and the associated public health risks. The film is thought
provoking and promotes responsible drinking by highlighting the
devastating impact it has on society.

Events
Police and Communities Together (PACT) Meetings
- 29 June 2012
Dundee officers will be holding a PACT meeting on
Friday 29 June 2012 between midday and 2pm on the
main concourse at Dundee railway station. Passengers are invited to
this meeting to raise any issues around using the rail network or
whilst travelling on trains that they feel should be brought to the
attention of the police.
The NPT at Dundee are committed to providing focused
approach to engagement with both stakeholders at Dundee such as
Network Rail, Scotrail and the wider community, including the
travelling public.
Edition 2 Newsletter
The second Scottish Neighbourhood Policing Newsletter
was published in April. It's full of interesting articles from
Neighbourhood Teams throughout Scotland. Look out for the Dundee
article and those from our colleagues in the north sector.
Movie Extravaganza
On Tuesday 1 May, Perth station was used as
one of the locations during the filming of “The Railwayman” movie.
Amongst the numerous members of production crew and film extras the
main actors, Colin Firth, Nicole Kidman and Jeremy Irvine went
about their acting roles. Older trains and cars from the 1960s were
brought into the station to authenticate the true story of the
Scot, Eric Lomax who tries to find those responsible for his
torture when he was captured in Burma and forced to work on Burma’s
Death Railway. On the day NP officers from Dundee along with
colleagues from Perth provided a high profile reassurance and
engagement role with station staff, film crew and those visiting
the station.
Summer Festivals / Sporting Events
2012
The summer months are a busy time for the NPTs
at north sector locations, as officers become involved in
the policing of revellers and spectators who use the rail
network to attend various music and sporting events. PI McGregor
and her Sergeants have now prepared their deployment plans for Rock
Ness (Dores, Inverness) T in the Park (Balado near
Kinross) and the Scottish Open Golf Championships (Castle
Douglas, Inverness). We encourage passengers travelling to
Rock Ness and T in the Park to comply with good behaviour during
their train journey and to consider the comfort of other passengers
on the train. We also hope revellers a great time and enjoy both
music festivals.
PACT Meeting – 30 March
2012
Dundee NPT officer’s PC David McDonagh and PC Brian Gordon
conducted their first PACT meeting on the main concourse of Dundee
Railway station from 9:30 hours onwards on Friday 30 March 2012.
The meeting was an informal and relaxed opportunity for members of
the travelling public and staff to approach the police for advice,
input and feedback into railway policing matters in the Tayside
area. Numerous staff took the opportunity to pass on positive
comments regarding the high profile patrolling undertaken by the
Dundee based officers and the reassurance value associated with
such activity. It was also an opportunity for police to
explain issues that are faced with regard to wider policing
commitments that can impact upon service delivery at Dundee Railway
Station and outlying railway stations in the Tayside area.
Members of the public were and are encouraged on an ongoing basis
to make their comments known to Dundee NPT officers in order to
create a safer and more pleasant travelling environment for
all.
Rail Reps
British Transport are working with Network Rail to
deliver a safety promotional campaign known as Rail Reps. This
involves Neighbourhood Police officers visiting schools within the
Dundee area with safety literature aimed at primary age children
through to secondary schools promoting safety awareness in the
railway environment.
