priorities

1. Anti-Social Behaviour
|
This is an
on-going commitment from our NPT to ensure positive action is taken
against offenders causing any problems on-board our trains and
stations.
Actions
- We will ensure that our officers conduct
patrols at stations and on trains all hours of the day from 7am to
the close of service.
- These patrols will be conducted by uniformed
officers and plain clothed officers.
- We will hold passenger surgeries during peak
hours at our busiest stations to enable passengers to talk to us
about their concerns and experiences.
- Intelligence from our April 2012 PACT meeting
highlighted Brockley, Norwood Junction and Forest Hill as
hotspots to target in May 2012
- We will target late night station and train
patrols at hotspots to combat anti-social behaviour.
- We will carry out close of play patrols at
West Croydon for terminating trains and also busy stations for
pubs and nightlife such as New Cross Gate and Forest
Hill to prevent alcohol-related disorder
Results
-
We have extended our
patrol hours until 1am on Thursdays, Fridays and Saturdays to
prevent late night anti-social behaviour.

Police patrols at
Norwood Junction saw 7 arrests for theft, criminal damage,
possession with intent to supply class A drugs, assault, fare
evasion and cannabis possession
-
Officers have targeted
ticket less travel and staff abuse across the line of route and
have 9 arrests/reports for ticket-related offences at stations and
on-board trains
-
A total of 24 people
have been arrested/reported/issued penalty notices in April 2012
for threatening behaviour, fare evasion, possession of cannabis,
going equipped to commit fraud, pointed/bladed article, theft of
passenger property, possession with intent to supply Class A
controlled substance, criminal damage (Graffiti), common assault,
smoking and breach of ASBO.

| 2. Staff Assaults |
We take
seriously any abuse, both verbal and physical against any member of
rail staff conducting there duties. We will always fully
investigate any incident including using CCTV and cutting-edge
forensic intelligence to target and successfully prosecute all
offenders
Actions
- We have a positive arrest policy for any assaults on staff in
the course of their duties, always pursuing the maximum punishment
available by the courts.
- We always link in with our colleagues in the Metropolitan
Police Service and local organisations to identify and arrest
suspects for assaults on staff.
- We have a dedicated team which solely investigate assaults on
staff, we liaise closely with this team in order to identify and
arrest these suspects.
- We conduct regular, high visibility, patrols of the line
targeting late night hot spots especially where local late night
establishments operate near the stations.
- We will use the latest in forensic analysis to identify and
arrest offenders and all rail staff are trained in the use of spit
kits for DNA retrieval’
Results
- LOROL staff have been reminded in
their newsletter of the importance of reporting offences promptly
and the use of DNA retrieval kits.

There was 4 incidents of
assault/verbal/threats towards rail staff during April 2012. These
include persistent fare evaders at Brockley verbally abusing rail
staff, a member of staff being punched at Surrey Quays, a member of
staff being spat towards at Surrey Quays and a drunk male at Forest
Hill, who after being helped to safety after staggering close to
the tracks assaulted a member of staff. Of these 4 incidents one
male has been arrested and one has been identified by local
officers from CCTV with an arrest pending

3. Theft
of passenger property
|
This has became a priority for us
since a rise in thefts of phones, in particular iPhone models,
in the South London area was noted. Information sharing with our
MET police colleagues have identified a rise in phone snatch
offences in the vicinity of Penge West and Crystal Palace stations.
Whilst no direct intelligence indicates that passengers from the
stations are being targeted we are carrying out hi-visibility and
plain clothes operations in the stations and on-board trains in the
run up to Christmas
Actions
- We conduct both high visibility and plain clothes patrols along
the line, on trains and at stations and targeting hot spots during
specified times.
- We work closely with our local Metropolitan Police Safer
Neighbourhood teams to identify any offenders and bring them to
justice.
Results
- Throughout April 2012 we have been travelling on
LOROL services we have been travelling on trains offering practical
crime prevention advice to passengers to reduce the opportunities
of them becoming victims of crime pointing out insecure bags and
unattended items.
- A passenger surgery was carried out at Honor Oak station
in April 2012 and crime prevention advice offered to
passengers about keeping their valuables safe whilst using the rail
network
- A male was arrested by BTP officers after stealing the train
guard’s bag on board the train service pulling into Norwood
Junction in April 2012. The male was searched and found to have the
train guard’s wallet inside his coat pocket. The male was remanded
overnight for court the next morning.

Community Engagements
The team are designing the waste ground next
to our office at Norwood Junction in to a garden. This is the brain
wave of none other than PC Kirby.
This is a multi agency project involving the
railway companies Network Rail, London Overground (Lorol), BTP and
Capel College (A local horticulture college in Crystal
Palace).
PC Clifford-Murphy contacted Simon Vyle at
CAPEL horticulture school, who introduced the team to his
top garden designer Emiko who has already drawn up some plans for
the first phase of the garden.
Emiko is given her service free. The students
of Capel will come and assist in the design and maintenance of the
garden as part of their course at Capel.
The team will give the students the
opportunity to learn about Positive Policing and Railway safety as
well as them doing their horticulture course.
Emiko would like it to be a green garden and
already she has got hold of recycled flag stones and LOROL are
giving some seating for the garden.
Network Rail management have kindly offered to supply 15 persons
to clear the garden of all rubble and debris and will also supply
equipment for the garden including old railway sleepers and
benches. Work is due to commence, weather permitting, in March 2012
– PC Dave Kirby is the lead for BTP on this project and said “I’m
delighted that Network Rail not only supports this idea but are
offering both equipment and labour to make this project become a
reality”. PC Breda Clifford-Murphy is equally enthusiastic “I’m so
pleased that all the hard work is finally come to fruition. Our
continued thanks to TFL, LOROL, NETWORK RAIL and Emiko for her
design work".
