Operation Tornado is a trial scheme involving scrap metal
recyclers throughout the North East of England. Launched on
the 6 January 2012 it will run for six months and
requires anyone selling scrap metal to participating dealers in
Northumbria, Durham and Cleveland to provide photographic proof of
identity.
We have developed the trial in partnership with the British
Metals Recycling Association (BMRA), Association of Chief Police
Officers (ACPO), the Home Office, and Northumbria, Durham and
Cleveland Police. It is one of a number of measures currently being
explored to restrict the sale and movement of stolen metal. It has
been designed not to inhibit those dealers that operate legitimate
businesses, but to identify unscrupulous dealers who operate
outside the law.
It is hoped that Operation Tornado will have a significant
impact on the ability of local criminals to convert stolen metal
into cash thereby reducing crime.

A series of raids took place on Wednesday 18 January to crack
down on scrap metal dealers suspected of receiving stolen
metal.
Operation Mansoncity involving Durham, Cleveland and Northumbria
police forces, supported by British Transport Police, targeted 10
dealers who have failed to voluntarily co-operate with Operation
Tornado, the latest initiative to make the sale of stolen metal for
scrap more difficult.
