Andrew Trotter OBE, QPM
Andrew Trotter
took over as Chief Constable in September 2009 after serving five
years as Deputy Chief Constable. Andrew’s police career began with
the Metropolitan Police in 1970. He transferred to Kent County
Constabulary in 1972 where he gained wide operational experience in
both rural and urban areas. He also became a specialist
in public order policing.
In 1992 Andrew transferred back to the Metropolitan police on
promotion to Superintendent and attended the Strategic Command
Course in 1995. He was promoted to Commander the same year and
became Deputy Assistant Commissioner in 1998. His last post
with the Metropolitan Police was as DAC Territorial Operations
responsible for Crime Operations, Traffic and Transport, and Public
Order.
Andrew has considerable experience in dealing with serious crime
and public order, industrial disputes and sporting events. He
was also the media spokesperson for the MPS on crime and public
order.
Since joining BTP, Andrew has led a steep change in performance
within the force. He has helped BTP to achieve all its operational
Policing Plan targets for the last three years. Andrew also
led the media response to the terrorist attacks in July 2005.
Andrew plays an active role within the Association of Chief
Police Officers (ACPO); in 2007 he was elected as Chair of the ACPO
Media Advisory Group.
Andrew has also been awarded an OBE, QPM and holds a BSc (Hons)
degree from the London School of Economics.

Paul
Crowther
Appointed Deputy Chief Constable in September and Assistant
Chief Constable (Crime) since June 2007, Paul joined the BTP
in 1980 and has experience in uniformed and CID posts.
Paul has a crime and operations background and was an Incident
Commander at several major train crash incidents including Hatfield
and Potters Bar. In 2004 Paul was appointed as the Area Commander
responsible for London Underground & DLR Area. In 2005
Paul was BTP's Tactical Commander and led the operational
response following the terrorist attacks on 7
July and 21 July.
In his current role, Paul has responsibility for driving the
Force's performance, strategic development, professional standards,
technology and media and marketing.
Paul also leads for the Association of Chief Police Officers
(ACPO) on conductive metal theft, is a member of the National CCTV
Programme Board, supporting the ACPO lead on CCTV, and of the ACPO
e-Crime portfolio, with responsibility for forensics.

Steve
Thomas
Heading up BTP's Olympic planning and preparations
since 2007, Steve joined BTP from Greater Manchester Police, where
for five years he was ACC responsible for Specialist Operations and
the Professional Standards Department. He led the operational
response for major events such as the 2003 Champions League Final
and Political Party Conferences.
Since joining BTP, Steve has developed our Olympic strategy,
agreed funding with DfT, appointed our Silver and Bronze Commanders
and agreed our draft operation orders and officer requirements for
all 60 operational days of the Games. This work has led to BTP
being appointed to deliver the security plans for all forms of
transport during the Olympics (Railway, Roads, Aviation and
Maritime), recognising BTP’s expertise in transport security.

David
McCall

Assistant Chief Constable (Scotland) from March 2004, David
joined BTP from the Scottish Drug Enforcement Agency where he was
Detective Chief Superintendent and Deputy Director.
David joined Strathclyde Police in 1978. He has a wide
range of experience gained in operational uniform and plain clothes
roles, as well as short periods as Staff Officer to the Chief
Constable and to Her Majesty’s Chief Inspector of Constabulary for
Scotland. David has also been a licensed hostage negotiator,
officer in charge at Inverclyde and Deputy Commander in Glasgow
City Centre. He holds a Master of Arts degree in Computing Science
and Management from the University of Glasgow
Since joining BTP, David has completed the national roll-out of
Airwave and Airwave to the former Channel Tunnel Rail Link now
HS1. He was the senior user on the Airwave to the London
Underground and Special Coverage Project Board which saw Airwave
successfully installed in all London Underground stations.
David headed up BTP’s policing operation for the G8 summit in
Gleneagles in 2005 and produced the Force's first Race Equality
Scheme. He became the first BTP member of the Association of Chief
Police Officers in Scotland (ACPOS) and takes the lead on Police
Search in Scotland.

Alan Pacey

Assistant Chief Constable (Territorial Policing and Crime) from
March 2010, Alan joined BTP in London in 1980 and served in both
uniform and CID posts before becoming Detective Inspector being put
in charge of the Specialist Crime Squads in 1989. Having worked as
a Chief Inspector and Detective Chief Inspector on the London
Underground & DLR Area, Alan became the Area Commander of the
Wales and Western Area as a Chief Superintendent in 2003.

Francesca
Okosi
Director of Corporate
Resources since October 2011, Francesca joined BTP from East Thames
Group, a social housing, care and regeneration agency in East
London and Essex, where she was Director of Support Operations,
responsible for the corporate services portfolio and the corporate
leadership of the group.
At East Thames Group, Ms Okosi led the
development of the group’s strategic and financial plans and helped
deliver significant cost-savings during her tenure. She has over 20
years experience in public sector management, most recently at the
Department for Food and Rural Agriculture (DEFRA), where she held
the position of Director of Change and Strategy and Director of
People and Performance.
Previous to her work at DEFRA Ms Okosi was
Director of Human Resources and Consultancy Services at Brent
Council.
In her role as
Director of Corporate Resources, Francesca has responsibility
for Finance & Corporate Services, HR, and Information
Services and Business Support departments at BTP.
